PORT CHARLOTTE — Construction is beginning on a large-scale, mixed-use development at the corner of Peachland and Loveland boulevards, stirring a neighborhood controversy of equal proportion.

The Springs at Charlotte Commons calls for 256 apartments, 119 for-sale villas and townhouses, and commercial space along the street frontage. The 54-acre site, located on vacant land across from Peachland Promenades, will be the county’s largest multifamily complex built in the last decade.
