A few weeks ago, the Arcadia City Council codified City Administrator Judith Jankosky’s complete control over hiring and firing of city staff. By unanimous consensus, all five council members confirmed the administrator’s authority over city employees.
That is pretty typical not only in government organizations but also in corporate America — the board of directors does not hire or fire individual employees; they leave it to management to do so. Once the board hires the CEO, they leave it to him or her to run the day-to-day operations.
