Our view: Controversy could have been avoided.
While Arcadia was looking to hire its next city administrator, and the special committee was reviewing candidates, we suggested way back in March (and again in May) that a detailed background check be done of the finalists to ensure there were no surprises.
We remembered too clearly when Markae Rupp claimed to have a business degree that, had it been checked, came from a nonaccredited institution, a suspected “diploma mill.” We also remember the personal charges she reportedly made on her city-issued credit card at a prior position, and a scathing memo she left those council members after she resigned — things that could easily have been learned before she was hired.
