Chelce Dower, 26, of Nocatee, was charged with nine additional counts in connection with the alleged puppy mill she was accused of running in Nocatee.
Dower was initially charged in April with multiple counts of forging veterinary health certificates, obtaining property by fraud and failing to inoculate dogs before transporting them for sale. In June, additional charges were filed against Dower, including four counts of scheming to defraud, four counts of forging a veterinary health certificate and one count of confining animals without sufficient food, water or exercise.
