VENICE — A preliminary accident report released this week by the National Transportation Safety Board provided more details about the accident scene, but found no obvious mechanical failure in a single-engine plane that killed two people last month when it made an emergency landing on Caspersen Beach.

U.S. Army Sgt. Ommy Irazarry, 36, an Iraq War veteran, and his 9-year-old daughter, Oceana, died when the Piper aircraft hit them while they were swimming in 4 feet of water July 27 on the mostly deserted stretch of beach, the report shows.
