Man pleads not guilty to dog abuse

The man accused of tying a cinder block to a dog and tossing it into the Gulf of Mexico has pleaded not guilty to charges of torturing an animal with intent to hurt, injure or kill, and unlawful disposal of a dead animal.

Thomas Hoeckel, whose arraignment was scheduled for Monday, signed a waiver of appearance and had entered a written plea of not guilty earlier this month.
