SARASOTA COUNTY — The State Attorney’s Office has dropped charges against former North Port Police Officer Melanie Turner, citing a lack of evidence that the female victim was sexually battered by Turner and Officer Ricky Urbina.

Turner and Urbina, who took his own life on March 21, were both charged with sexual battery and false imprisonment, following a party at the victim’s North Port home on March 2. An 11-page memo from Assistant State Attorney Andrea McHugh shows that investigators determined that Urbina, Turner and the 38-year-old victim engaged in consensual sexual activities the night of the party, despite the victim being handcuffed and led into her bedroom by the two cops. Urbina was in uniform and on duty the night of the party, after being called to the home by Turner, and both officers performed sex acts on the victim while handcuffed. The memo also states the victim and Turner had a prior relationship, and the two had intimate discussions, including the victim’s previous engagement in group sex activities.
