Perry Seay doesn’t know why he got an unsolicited letter from a Kalel Dias offering to purchase the vacant lot next to his Deep Creek home for only $1,850 when the 89-year-old paid $18,000 for it 21 years ago.
“The apparent purpose behind his offer is that my lot is in a Scrub Jay Review Area,” Perry wrote me. “The manner in which the letter is stated seems intended to frighten the recipient into selling their otherwise valuable property for a much lower price. The implication seems to be some kind of problem with the property, as if he is doing me a favor with his ‘generous’ offer.”
