PUNTA GORDA — After experiencing a temporary setback with regional water officials in their request for funding for a reverse-osmosis water-treatment plant, city officials are feeling wind in their sails again.

Earlier this month, Gov. Rick Scott approved a budget that includes $900,000 in state appropriations for the proposed $28 million plant.
