The financial-assistance program will be based on both income and assets. The sewer project is projected to cost East and West Spring Lake homeowners about $10,000 each over a 20-year period. The commission also approved adding another $100,000 to the septic sewer rebate program, for a total of $600,000. Property owners with newer septic systems, 10 years old or newer, qualify for the rebates. The one-year, $500,000 hardship program and the rebate initiative would be funded by Charlotte County Utilities reserves.
