No hats in banks? City Council split on idea

In two bank robberies in Venice last year, bank robbers wore hats to conceal their faces. The Venice City Council was asked to support a bankers association's policy of “no hats, no hoods, no sunglasses." The Council ended up deadlocked on the idea, with those voting 'no" saying the city shouldn't get that involved with how a private business is run.
A seemingly innocuous resolution in support of a voluntary program designed to increase bank safety failed to gain enough votes for passage by the Venice City Council this week.
On Tuesday, council voted 3-3 to adopt the resolution. The tie means the motion to support the Florida Bankers Association program, in place for eight years, failed.
